Satterberg: focus on the 1%

Satterberg says that community efforts have to focus on the 1% of mentally ill individuals who are not able to get treatment.

"If they're under a bridge, they're not able to get help," he said.

The prosecutor also said that community members must combat the headlines of those with mental illness who have committed acts of violence.
