C.R. Douglas asked Sheriff Rahr about the problems of locating care centers. People are loath to have those located in their backyards.
"If you want to talk about disruptions, talk about a junior high," she said.
Rahr adds that the budget situation means finding ways to shift the burden of care from law enforcement, which is a very expensive process.
"Once they land in the criminal justice system, we spend time and money trying to untangle the system rather than helping the person," she said.
